But some parents don't like it. The Saratoga Springs School Board announced the new policy at its meeting Tuesday night, after months of controversy over its ban against biking to school. School officials said the former ban was for safety reasons to keep students off of busy streets. The new policy now states parents or guardians must accompany children on bikes and submit a note of permission to the school. And it leaves it up to each elementary school and the middle school administration to set any other conditions, like setting up safe bike routes, and providing bike racks. But that's not sitting well with the parent at the center of the debate. "It's not what I expected to see after all of the energy and effort put forth by the committee and my expectation as a mother, my expectation as a pedestrian and bicycle advocate," said Janette Kaddo Marino. She wanted the School to stay out of the issue, allowing parents to decide how their children get to and from school. Kaddo Marino is not ruling out a legal challenge.
