He is charged with Murder in the 2nd degree and Criminal Use of a Firearm 1st degree. That shooting occurred at Harrison Street and 2nd St. on October 13th. Chaires was arrested at the station without incident and arraigned in Troy Police Court Friday and remanded to the Rensselaer County Jail. Said Sgt. Terry Buchanan: "We want to thank members of the community that came forward with information that helped us focus our investigation and eventually led to the person we believe killed Mr. Chapman. It was an especially thorough and professional effort conducted by our Detective Bureau, with the assistance of NYS Parole, that brought a quick arrest in this case. Hopefully this brings to our citizens who live in the affected neighborhood a sense of relief that they have a right to expect." Said Mayor Harry Tutunjian: "The Troy Police Department worked tirelessly to pursue ever lead and had the help of a community on alert and proactive about their neighborhood's safety. To that end, this is a story that starts with a tragedy but ends with a criminal apprehension and a community who's able to sleep a little better tonight knowing another violent criminal is off our city's streets."
