It was a tough race in the 21st Congressional District.
With an impoundment order handed down, Incumbent Bill Owens has declared victory over Republican Matt Doheny.
The latest numbers show Owens winning by about two percentage points.
Owens won re-election in a district with a Republican majority.
It was a re-match of their 2010 race, when Owens edged Doheny in a battle that included a third Conservative Party candidate.
