NY shale gas rush unlikely in 2013 if gov gives OK

ALBANY, N.Y. (AP) - New York regulators appear likely to complete strict new regulations for shale gas development by the end of February. But it remains to be seen if drilling actually begins in 2013.
Gov. Andrew Cuomo has refused to say whether he'll lift a moratorium on high-volume hydraulic fracturing, or fracking, when regulations are completed. The ban has been in place since the Department of Environmental Conservation began an environmental impact study in July 2008.
Even if Cuomo gives the green light, industry insiders say development would be slow because of low natural gas prices and threats of lawsuits and civil disobedience from opposition groups.
Anti-fracking groups plan events in Albany the first week in January when the Legislature returns.
DEC is taking public comments on proposed regulations until Jan. 11.
