Former Vt. police officer suing Rutland police officials

RUTLAND, Vt. (AP) - A former Rutland police officer is suing the police chief and other high-ranking officials, claiming they covered up police misconduct and harassed him when he complained.
Andrew Todd filed a lawsuit Friday alleging that Police Chief James Baker, former Vermont Public Safety Commissioner Thomas Tremblay and others conspired to ignore his complaints about misconduct from 2010 to 2012. Todd quit the force a year ago after nine years and is now a state trooper.
In his complaint, Todd accuses a now-retired sergeant of lying on time reports, stealing, failing to fulfill his duties, sleeping on the job, having on-duty sex with a woman and repeatedly making derogatory and racist comments. He says he was retaliated against when he complained.
Baker said no one in his department could comment.
