TROY - A parolee has become the first man to be charged in the city under the New York SAFE Act. Police arrested 25-year-old Raysheem Washington Tuesday night.

Police say he was carrying a 9mm, fully-loaded handgun with a loaded 13-round magazine.

Police were called to the area of Jefferson and Third streets for reports of shots fired. They were able to find three men who matched the description of those involved.

Two of the suspects were safely brought into custody, but police say Washington ran. An officer caught up to him and police say the two fought. Police say the officer broke his hand during the struggle.

Police tell NewsChannel 13 that Washington is a parolee and is not allowed to possess a firearm.

Police say the other two men were questioned by officers and then released.
