Superintendent files civil rights complaint against education funding

Schenectady's school superintendent filed a civil rights complaints against New York State.

Larry Spring says the state discriminates against certain schools when it comes to school funding.

The complaint argues current school funding by New York State has a discriminatory impact on minority and non-English speaking students and students with disabilities.

He joined the school superintendent of Middletown at the Federal Education Office for Civil Rights in Manhattan.
