Northern New Yorkers prepare for ice

ALBANY, N.Y. (AP) - Gov. Andrew Cuomo has declared a winter ice storm emergency for parts of northern and western New York as a storm expected to bring freezing rain and icing nears.
    
Cuomo says Saturday he's also activated the state Emergency Operations Center.
    
The National Weather Service has issued a winter storm watch for Genesee, Monroe, Niagara, Northern Erie, and Orleans Counties from Saturday night through Sunday night. It's also issued a winter storm warning for Jefferson and Lewis Counties.
    
Cuomo says driving is expected to be dangerous as the combination of melting snow and incoming rain could cause moderate flooding.
    
Department of Transportation officials have readied 1,468 plows ahead of the storm. Ice accumulation could reach an inch.
    
Sates of emergency have been declared in Clinton, Essex, Franklin and St. Lawrence Counties.
