Absentee and paper ballots impounded in congressional election
 
NEW YORK - Absentee ballots and emergency paper ballots in the 20th Congressional District special election have been impounded under a court order, said Bob Brehm, a spokesman for the state Board of Elections.

County election officials are forbidden from opening or counting the ballots until after a court conference on Monday.

The court order was requested by state Republican Chairman Joseph Mondello and Dutchess County Conservative Chairwoman Pat Killian, Brehm said.

Impounding paper ballots is fairly standard in close elections, he said.
