Police: Man shows up drunk at victim impact panel

GUILDERLAND - A Westerlo man was arrested in the parking lot of the Guilderland Town Court while he was attending a court-mandated victim impact panel put on by Albany County Stop DWI.
Police say Bruce Begroff Jr., 51, had a blood alcohol content of 0.11 percent. That test landed him another DWI charge.
The legal limit for operating a vehicle is 0.08 percent.
