The comptroller's office tells NewsChannel 13 it has approved a deal with a Canadian company to produce drivers licenses with black and white images.
The Canadian company was the highest bidder. They currently produce licenses for Virginia.
The deal means taxpayers are on the hook for an extra $38 million.
The comptroller's office tells NewsChannel 13 that it's the best value solution proposed for the state.
Late last year the DMV commissioner explained that the lower bidders offered inferior products.
