ALBANY - State Comptroller, Tom DiNapoli, says New York's Star Program needs to be better enforced.
DiNapoli says his audit of the program found errors and potential abuses.
He says administrative shortcomings have resulted in duplicate and improper exemptions going to people that shouldn't receive them.
He says it's costing the state millions of dollars.
The star program provides many homeowners a small break on their school taxes.
