SARATOGA SPRINGS - The embattled director of the Saratoga Springs Housing Authority Board is stepping down.

Ed Spychalski has announced he will retire at the end of 2014.

That's more than a year before his contract expires.

Spahowski has been criticized for ignoring a bed bug problem in low income apartments.

He also came under scrutiny for his yearly salary of nearly $152,000.
