New York State spends $70,000 for 7 doors at the Capitol

ALBANY - Eighteen months after NewsChannel 13's first request, state officials produced a document that confirms seven doors are to be installed in the state Capitol at cost of $10,000 each.

It's part of 13-year restoration project at the historic building.

Top officials with the state Office of General Services showed NewsChannel 13 one of the doors.

The renovation and restoration project started in February 2012.

NewsChannel 13 submitted a freedom of information request for the cost of any doors purchased for the state Capitol from January 2010 to the present. Three months later, in a response letter, records access officer Heather Groll wrote that OGS does not have invoices for each specific door, but that the line item for the doors and associated parts was $70,000.

Not included in the response was the key information that the line item estimate was for seven doors, which would have made each door and its associated parts a $10,000 item.

In February 2013 Groll and two top officials gave NewsChannel 13 a rather extensive tour of the $74 million, 13-year project.

NewsChannel 13 still wanted to hear about the doors. Groll said the projects weren't bid in that detail and that expenses weren't broken out by individual door.

Capitol Architect Jim Jamieson backed her up. 

"I don't know what that door cost," Jamieson said. "I mean it's a lump sum, low bid contract. So we got everything in the drawings for one price."

After the story aired an engineer who requested NewsChannel 13 not reveal his name for fear of retribution wrote that "OGS lied to you."

He explained that the state requires a BDC-187 Detailed Estimate for every single item and that the contractor will not get paid until the estimate is approved.

NewsChannel 13 then requested that document under the Freedom of Information law. Monday it was supplied, indicating there were seven doors at $10,000 each, a total of $70,000.
