New York State's top court has ruled, local officials can approve zoning laws to ban hydro fracking.
Drilling opponents say more than 170 towns have already passed bans or moratoriums, hoping to keep drillers, out.
A statewide ban has been in effect for nearly six years;
Governor Andrew Cuomo is considering whether to lift that ban.
He says he is waiting for the results of a health impact study which has been underway for about two years.
