'Bystanders to Upstanders' symposium

In times of an emergency, instead of jumping in to help, some people these days will just reach for their phone and hit record. It's a problem the Rensselaer County Health Department wants to see no more. Sal Scecchitano from the Medical Reserve Corps in Rensselaer County stopped by NewsChannel 13 with information on a free program to help.

The event takes place on Saturday, September 23, from 9 a.m. to 5 p.m. at the Hilton Garden Inn, in Troy.
