Code Blue shelter won’t be ready in time for freezing temps

Saratoga Springs will not have a permanent Code Blue shelter by the time temperatures drop below freezing. Plans to build a cold-weather shelter for the homeless are tied up in court.

Backers of a new building say even if a judge rules in their favor, they won't have enough time to get it built and open for winter.
