Trevor Maffuccio, 20, faces several charges, including leaving the scene of an accident and reckless operation. An officer found him nearby, driving a damaged SUV with deployed airbags.

The driver of a third vehicle says Maffuccio had been tailgating before the crash and passed at a high rate of speed.

A passenger in the van was taken to the hospital, but is expected to be okay.
