Saratoga Springs charter vote comes down to military ballots

SARATOGA SPRINGS - It looks like military ballots will decide the charter question in Saratoga Springs. All of the absentee ballots have been counted, except for the military ballots.
The ballots will decide whether Saratoga Springs changes from its current commissioner form of government to a council manager form, where an elected council appoints a full-time city manager to run the city on a daily basis.
As of Tuesday evening, the unofficial vote total was 4,458 "No" to 4,448 "Yes." That would mean the city retains its form of government.
However, there were 18 military ballots mailed out. None had been returned as of Tuesday evening, but they can be returned by the close of business on November 20.
