Gov. Cuomo is expected to announce his decision on reopening schools sometime this week. He has already made it clear that parents will ultimately make the decision on if they send their kids to school or not.

The deadline for districts to turn in reopening plans was last Friday. Cuomo said many of them are "indecipherable."

He urged school leaders to meet with parents to explain their plan and detail the reopening guidance.

"Just because the school district says, “you shouldn't worry about your child's public health,” that's not going to be enough. Not in this environment. Not when you're dealing with situations that everybody knows that nobody has the facts,” Cuomo said. “Parents are going to want to understand the information for themselves."

The governor said there are still many questions up in the air, mainly surrounding how often testing will happen, and how long it will take to get results.
