Gov. Cuomo delivered the second part of his annual address from the War Room at the Capitol on Tuesday.
The governor has focused so far on reopening the economy and the arts.
The governor has talked about opening up hundreds of pop-up rapid COVID testing sites.
He wants to create COVID-safe office buildings.
The governor also launched New York Arts Revival to bring the arts back through pop-up performances starting next month.
"We cannot wait until summer to turn the lights back on for the arts and provide a living wage for artists. We will not let the curtain fall on their careers or on the future of our cities," said Cuomo.
The governor also called for a measure to try to get internet access to low income families. He called on service providers to offer $15 per month internet to those families.
