Gov. Cuomo is threatening to shut down bars and restaurants that don’t follow the rules as businesses reopen in the state.

"I'm going to increase the state's enforcement capacity by executive order where violations of the rules and regulations could allow the State Liquor Authority to do an immediate suspension of an alcohol license," Cuomo said during his news briefing Thursday. "A business that is violating the rules could have an immediate shutdown order."

The governor is also worried about central New York after 34 people at an apple-processing plant in the Oswego area tested positive.

He did deliver some encouraging news. Only 0.6 percent of people tested on Wednesday tested positive. It was the highest amount of tests and the lowest percentage of positive results since we started. New York also has the lowest number of people in the hospital since mid-March.

The governor says with numbers dropping in New York, but surging elsewhere in the country, he's considering requiring people who travel into the state to self-quarantine for 14 days.

New York City is set to enter Phase 2 Monday.
