Massachusetts ballot question tackles nurse-patient ratios

Should there be a legal cap on the number of patients assigned to one nurse? That's the crux of Massachusetts Ballot Question 1, which people will vote on Tuesday.

If voted into law, the measure would limit how many patients one nurse could care for in hospitals across the state.

The Massachusetts Nurses Association says mandating staffing levels is key to patient safety.

Opponents say this change could cost more than $1 billion and in some cases force hospitals to close.
