Phase 4 of the re-opening begins Wednesday here in the Capital Region. It includes higher education, low-risk outdoor, and indoor arts.

It doesn't, as originally thought, include malls, gyms, and movie theaters.

The state will require large malls to take steps to remove coronavirus particles from indoor air in order for them to re-open.

Phase 4 will also include the return of TV and movie production to the Capital Region.

Hear more about some interest in production from HBO and Netflix by watching the video of the story.
