Cuomo releases school reopening formula

Gov. Cuomo released new details Monday on reopening schools in New York.

He said schools could reopen if a region is in Phase 4, and the daily infection rate remains under five percent using a 14-day average.


Schools in New York will close if a region’s infection rate is above nine percent on a seven-day average.

Specific plans will be left to the individual school districts.

The governor also says he's signing an executive order requiring travelers from states on the quarantine list to fill out a form providing their contact information. Violators will be fined.

Meanwhile, in the Capital Region, a brief spike in the positivity rate over the weekend appears to have slowed.

The positivity rate of people tested in the Capital Region went from 2.0 percent on Saturday to 0.9 percent on Sunday.

In the Mohawk Valley, the numbers over the weekend stayed flat at 0.8 percent.
