Police: Hit-n-run driver drank before striking officer

GLOVERSVILLE - When 71-year old Robert Bulger appeared in Gloversville City Court Thursday afternoon, he was facing three misdemeanor charges: assault, reckless endangerment, and leaving the scene of a personal injury accident. But police say more charges are possible.
"We are investigating ( to see if drugs or alcohol played a role)," said Gloversville Police Lieutenant Bradley Schafer.
According to court documents, Bulger told detectives he had been "consuming alcohol" prior to the incident, captured on police body cam video, of Bulger's black Chevrolet Silverado side-swiping Gloversville Police Officer Michael Quattrocchi Wednesday night while the rookie cop was investigating a domestic all and was standing on the pavement of West Fulton Street.
"All I know is there was a commotion and the two cops took off after the guy that hit him," said Dan Hills, who lives on West Fulton and witnessed the aftermath of the incident.
It was state police who located the Silverado, parked in a driveway, about a mile from the accident scene. Robert Bulger was inside the house. He was taken in for questioning, and subsequently arrested.
"He has made some statements to the effect he wasn't aware that he struck an object," Schafer said, "He's given some conflicting reports about having knowledge in regards to what he specifically struck."
It should be pointed out that Bulger crossed the double yellow line into on-coming eastbound traffic because police cars were parked in the westbound lane. In addition, the Officer Quattrocchi was standing in the roadway, wearing a dark uniform, not facing westbound traffic.
"We've reviewed that body cam footage," Schafer says, "We have not seen anything in there that indicates our officers doing anything inappropriate."
Quattrocchi was treated and released from the hospital following the incident. He was expected to work his regular Thursday evening night shift.
