GLOVERSVILLE -- A man from Gloversville is accused of physically abusing a young boy. Police say they arrested Lee Horning after watching cell phone video that shows him throwing the child on the floor and kicking him several times.
The video has been shared and viewed thousands of times on Facebook, and people are outraged.
The video shows a man grabbing a child and lifting him up by the neck. The boy's aunt says the child is 5 years old. The man throws the child to the ground, and then later kicks the boy repeatedly.
Police say they got a call to check on the welfare of a child at 11 Burr Street Monday, and left after talking to the man and the child.
However, after getting the video shortly afterward, they arrested 31-year-old Lee Horning, who is charged with felony attempted assault and endangering the welfare of a child.
Horning's sister, Stephanie Wilson, is out of town. She had posted the video on Facebook and she broke down while she was talking to NewsChannel 13 on the phone.
"I lost it," she said, about watching the video. "I don't know how anyone can harm a child. So I'm just so ill. So sick to my stomach."
"He had my nephew by his throat," she said. "He slammed him, he could have been paralyzed, never walked again, the way he slammed him and then you go to walk away and you turn around and kick a child? Like, what is wrong with you?"
The video is recorded off of what appears to be a home surveillance system. We saw cameras on the outside of the apartment as well.
No one answered at the apartment door. The downstairs neighbor said he hadn't lived there long.
Horning's sister says she's worried for the 5-year-old child and his younger brother, and that her cries for help for weeks have fallen on deaf ears.
"I would have went there and I would have booted the door open to help those kids. It's just very frustrating. I feel that the system has failed these kids," said Wilson.
The boys' family says they are with their grandparents now.
Wilson said their mother is apparently living in Arkansas.
Horning is jailed on $35,000 cash bail.
