Environmentalists say 50 percent of the bags end up as litter.

The governor says the Department of Environmental Conservation will ensure this ban does not impact those with low or moderate incomes.

Meanwhile, grocery store chain Wegmans, which has no Capital Region locations, says they plan to phase out plastic bags by the end of this year.
