Bill would make it illegal to use phone while crossing street in New York state

It’s already illegal to text and drive in New York state, but what about texting and walking?
A bill in the state Senate would make it illegal for people use a portable electronic device while crossing the road on foot. That would go for everything from texting to surfing the net, checking email and watching movies.
The bill already amends an already existing vehicle and traffic law.
Exceptions would be made for emergency workers in an actual emergency situation.
It comes after the National Safety Council reported a growing number of "distracted walking" injuries - many of them related to falls.
Violators could faces fines ranging from $25 to $50 for the first time – to up to $250 for three or more violations in 18 months.
