Troy's city council will consider a ban on plastic.

The Plastic Free Hudson River Act has three parts.

A ban on plastic bags, which also includes a five cent fee on paper to encourage reusable bags. Also, a limit on plastic straws in restaurants, and a ban on polystyrene foam food serviceware.

Local businesses would have a year and a half to begin compliance.

The council will discuss the legislation at a meeting Thursday.
