According to the Albany County Board of Elections, Adam Biggs is leading Kathleen Donovan, 53-percent to 46-percent. 100 percent of the votes are in and he's leading by 28 votes.

Biggs and Donovan ran in the June primary for the seat in the 5th Ward.

After all absentee votes were counted in June, they were tied.

On Tuesday night, polls were open until 9:00 p.m. Biggs earned 229 to Donovan's 201.

Moments after, Biggs published a Facebook post:

Thank you to all of the Democratic voters of the 5th ward for the vote of confidence! 229 to 201. Running for council has been a wonderful experience, looking forward to the general election and talking to all of my neighbors! Thank you!
