Biggs declared winner in Cohoes Common Council primary

A winner has finally been declared in the Democratic primary for Cohoes Common Council in Ward 5.

After the absentee ballots were counted, Adams Biggs defeated Kathleen Donovan by seven votes.


Biggs was leading Donovan by 28 votes after the polls closed Tuesday night.

This was a redo of the June primary when the two candidates finished tied at 286 votes each.
