Hours before the governor gave his speech, the Senate Republicans were already responding.
The Republicans are in a new position this year, negotiating from the minority offices. Despite that, they were making every effort to be heard, calling for a "Real Solutions" budget plan.
They say it is fiscally responsible to cut taxes and stop the "outmigration" of business, students and families.
A number of upstate lawmakers were in attendance, pushing for infrastructure improvements and an equitable distribution overall, not just downstate. That includes cutting energy taxes, delivering broadband statewide and improving ethics reform.
