Watervliet man accused of torturing animals

A Watervliet man is facing 22 counts of overriding, torturing and injuring animals.
Paul Lacy, 34, was arrested after a complaint about animals at his home.
Police say they found 20 dogs under 3 years old living in deplorable conditions.
The home the dogs lived in was also determined to be uninhabitable, and code enforcement ordered no one can go in there.
