The Vermont State Legislature has passed a bill that allows local governments to put into place a temporary mask mandate amid a surge in COVID-19 cases.

The move comes after Governor Phil Scott refused to reinstate a state of emergency that would have allowed him to restore a statewide mask mandate.

Lawmakers who voted against the bill say it burdens towns and villages that do not have the resources to enforce it.
