Police: Sex offender didn’t register address change

A Chemung County sex offender accused of failing to register an address change was arrested in connection with an assault.

Richard M. Yasher, 34, of Horseheads did not register his new address as required by law. This is his second offense of failing to register, the Washington County Sheriff’s Office said.

Yasher had an outstanding warrant for second-degree assault, endangering the welfare of a child and harassment.

Yasher is being held at Washington County Jail pending arraignment.
