Nine common council members led by President Corey Ellis presented the proposal.
Common Council members say the program will create a system to determine areas with the highest incidents of crime on a weekly basis.
Members also say the proposal will improve existing relationships between the city and community-based organizations.

Tonight the bill was introduced and sent to the public safety committee for further review.
