New bill passed to combat panhandlers in Rotterdam

Town officials in Rotterdam are cracking down on panhandlers.
A new bill was passed on Wednesday making it so people acting as hawkers, peddlers, or solicitors must apply for a license panhandle. People who obtain this license will be allowed in the town on weekdays from 8 a.m. to 8 p.m.
This new rule is simply in place to keep residents safe, officials said.
