Rotterdam man arraigned in Albany animal cruelty case

A Rotterdam man was arraigned Thursday in a deadly animal cruelty case.
Philip Domingo pleaded not guilty to three charges.
An indictment accuses him of intentionally killing a dog on Lowell Street last November. He’s also accused of not giving the same dog proper food and water.
