NewsChannel 13 has learned a man who allegedly shot and killed a man in Schenectady in 2019 was a convicted felon when he was charged with murder.

Clifford Charles Jr. was 16 years old then. He’s 20 now.

He was arraigned in Schenectady County Court on a first-degree murder charge.

He is accused of shooting and killing Roscoe Foster in 2019.

Until his arraignment on Monday, police did not release his name because of how old he was at the time of the alleged crime.

Charles was convicted of second-degree criminal possession of a weapon. He was sentenced for up to eight years.
