A state senator is now says he never intended to ban the sale of whipped cream for people under 21.

Joseph Addabbo is the one who wrote the bill.

He says it bans the sale of whipped cream chargers, which come inside whipped cream cans and are also sold separately. There were concerns the nitrous oxide inside could get people high. It does not ban the sale of whipped cream cans.

However, many businesses already announced they were banning the sale of whipped cream cans to people under 21, and would ID customers who want to buy it.

Addabbo says the empty chargers were littered around the state, and this law has already helped to change that.
