The Fulton County SPCA and James Brennan Memorial Humane Society were called to care for more than 70 animals of Susan Kelly, which were taken from her home in Mayfield last July.
The proposed guilty plea agreement would require Kelly to pay back $50,000 in shelter care, and an agreement she could once again care for a cat and a dog.
In a statement on Tuesday, the shelters object to an agreement that would allow the animals to be returned to Kelly. They also say caring for the animals has cost them more than $180,000.
