The Trump administration has delayed more than $50 million in federal funds to replace harmful lead pipes, Healey said.
Massachusetts has some of the oldest water infrastructure in the nation.
The state was promised the money last year during the Biden presidency because of a grant from the Environmental Protection Agency.
There is currently no timeline for when the funds will be released.
