Home care workers protest statewide amid CDPAP payroll issues
Thousands of home care workers will rally Monday morning to demand answers after going unpaid or underpaid due to the recent payroll transition with CDPAP (Consumer Directed Personal Assistance Program).
In Latham, many caregivers plan to gather outside the still-unfinished building slated to become the New York headquarters for Public Partnerships Limited (PPL), the company responsible for managing the state’s new payroll system.
Despite launching operations on April 1, the office at 17 Plaza Drive remains vacant, adding to worker frustration over what many call a lack of transparency and accountability.
Advocates say the payroll chaos has affected CDPAP participants and workers, and the system failures have made it difficult to maintain care.
According to organizers, hundreds of home care workers are reporting delayed, partial, or missing payments. Advocates say many also struggled to reach PPL representatives due to overwhelmed phone lines and malfunctioning registration portals.
New York’s Department of Health (DOH) has acknowledged issues with the transition and said it is working to resolve them.
Today’s demonstration in Latham is one of several taking place across the state, and organizers say they will release new survey data highlighting the widespread impact of the payroll disruption.
The protest is scheduled to begin at 11:30 a.m. at the PPL Headquarters in Latham.
