Man accused of raping toddler in Caroga

A man was arrested for allegedly raping a 3-year-old toddler, and he’s been arrested before, investigators said.
Douglas Billa Jr., 19, is now facing several charges, including 1^st degree rape.

The victim is a relative, investigators said.

Billa was sent to the Fulton County Correctional Facility on $25,000 bail.

He is due at the Caroga Town Court at a later date.

Billa was arrested in Amsterdam last year for an alleged apartment burglary.
