Police: Malta man arrested twice in one day
A Malta man was arrested twice in one day, including on charges of rape and unlawful imprisonment.
Kevin J. Decelle, 34, is facing multiple charges following a domestic incident that happened on Nov. 23, State Police said. Troopers responded to a home in Halfmoon at about 9:20 a.m. for a report of a dispute. Decelle is accused of striking the victim multiple times during the overnight hours, obstructing the person’s breathing and sexually assaulting them, police said. Decelle also allegedly held the victim against their will and prevented them from calling 911.
Once Decelle left the location, the victim was able to contact law enforcement.
Decelle was charged with criminal mischief, criminal obstruction of breathing, harassment, and criminal contempt. He was arraigned in Clifton Park Town Court and released on his own recognizance. An order of protection was issued preventing Decelle from having contact with the victim.
The charges of rape, sexual misconduct and unlawful imprisonment were subsequently added on Monday as police learned more information in the investigation.
The same day around 8:45 p.m., the victim contacted police to report that Decelle attempted to contact them by phone. Troopers arrested him again for violating the order. He was released to appear in Halfmoon Town Court and Clifton Park Town Court.
