Officer-involved shooting sends person to hospital in South Glens Falls.

A State Police trooper shot a 43-year-old Washington County man after investigators said fled from a traffic stop and pointed a rifle at them.

State Police Maj. Christopher Gilroy said the incident started at around 12:13 p.m. on Wednesday, when police attempted to pull over Billy Cassell III, of Kingsbury, on Route 9 in South Glens Falls. He had an active arrest warrant out of the Washington County Sheriff’s Office on a criminal contempt charge.

“Mr. Cassell failed to comply, and a pursuit was initiated, which ended when the vehicle crashed into a home at the intersection of State Route 9 and Catherine Street,” Gilroy said.

Cassell then got out of the vehicle with a loaded 12-gauge shotgun. He ran away, and Cassell attempted to conceal himself in front of a residence, Gilroy said.

“Troopers instructed him multiple times to drop the firearm. He did not follow the troopers’ commands and raised the firearm toward the troopers, at which time a trooper fired his department-issued firearm, striking Mr. Cassell in the right shoulder,” Gilroy said.  

Cassell was taken to Albany Medical Center.

The passenger in the vehicle fled on foot, but was arrested by the South Glens Falls Police Department on Jackson Avenue without incident just after 12:30 p.m., according to Gilroy.

Cassell is currently under the supervision of New York State Parole.

He has been arrested at least twice before. Public records show that he was arrested in February 2023 for allegedly violating an order of protection, according to public records.

Our media partners at The Post-Star reported that Cassell was sentenced in July 2023 to 1 ½ to 3 years in prison for violating an order of protection.

Records also show that in 2021, he and another person climbed into a bin in Moreau in an effort to steal donated bottles and cans and redeem them, according to a police blotter.

NewsChannel 13’s Dan Levy spoke with the property owner and the first-floor tenants of the building that was struck by the truck. Hannah Granger said that her dog had a superficial injury to its leg. The dog, Ace, was checked out by a local vet and is going to be fine.
