Troy mayor announces replacement for council seat vacated in scandal

Troy Mayor Patrick Madden announced Wednesday that the city will appoint Steven Figueroa to the vacant District 2 council seat during Thursday’s council meeting.
The seat was vacated on June 9.
That’s when former council member Kim Ashe McPherson resigned, after she pleaded guilty to ballot fraud in last year’s election.
