CDPAP transition deadline extended amid concerns
In response to growing concerns from patients and caregivers, the New York State Department of Health has announced a late registration period for those transitioning under the Consumer Directed Personal Assistance Program (CDPAP). The extension aims to ensure that home care services continue for those who may miss the initial April 1 deadline.
Since January, nearly 220,000 participants have begun the transition to the new statewide system, with 165,000 registering with PPL and 55,000 moving to personal care services. Workers who complete their registration by April 30 will receive retroactive payment for hours worked in April, preventing wage loss during the transition.
However, the transition process has not been smooth. Advocates and participants have reported technical issues, long wait times, and confusion over eligibility requirements. Some fear that registration delays could disrupt essential care.
State officials are also taking action against misinformation, issuing cease-and-desist letters to agencies accused of spreading false claims about new requirements.
Despite the late registration period, many are still calling for further reforms to ensure that vulnerable individuals receive uninterrupted care. The April 1 deadline remains in effect, but those who need additional time have until April 30 to complete the process.
